recently, researcher kaixing huang, as the first author and co-author, published a paper in applied economic perspectives and policy, a journal sponsored by the association for agricultural and applied economics, to analyse the cost-benefit analysis of china's basic farmland construction projects in terms of improving agricultural productivity and resilience to disasters.
since 2006, china has initiated a basic farmland construction project in 116 counties. the goal of the project is to increase agricultural productivity. from 2006 to 2013, china invested rmb 30 billion in this project. by using the double-difference method, this study estimates that basic farmland construction increased per capita agricultural output by 6.3 per cent, sown area by 5 per cent, and agricultural mechanisation by 7.3 per cent. the total benefits of the project far exceeded the total investment. by combining the analysis of rainfall shocks, this study found that the project was able to mitigate most of the damage caused by drought and floods.
